Max Denbigh is a fictional male Human in the James Bond, 007 film series who was played on screen by Andrew Scott. Max Denbigh is the future head of the Centre for National Intelligence, the organisation that will result from the merger of the British domestic intelligence service (M.I.5.) and the foreign intelligence service (M.I.6.). the latter organisation being the one that employs James Bond as an assassin. James refer to Denbigh as 'C' which incidentally is code name for the real life head of M.I.6. The real life equivalent in M.I.5 is code-named 'K'. Max wants to merge the intelligence services of the world into one and one that he controls. Whilst the organisations of MI5 and MI6 exist, the C.N.I. doesn't.
The merger of the intelligence services will hand SPECTRE a powerful tool, one that will enable the organisation the ability to see and hear everything. According to Denbigh, the days of double-O agents are long ago, now is the futue of mass surveillance.
